they are in the set heirarchy. Only selected people get custom titles.

Lasareth, Inde, or Dralspire. Those are the 3 Admins. Only they can grant you a custom title. Even though its called Favor of the Mods (its a play off Favor of the Gods in case you didnt know) It is really Favor of the Admins.
